Past Performance
Mandala Group has been fortunate to provide services to many government agencies, associations, and commercial organizations. Here are a few samples of our work.
US Department of Agriculture – In 2003 Mandala Group was awarded a contract with USDA to provide complete conference support for their Ministerial Conference and Exposition on Agricultural Science and Technology. This conference involved one of the largest gatherings of foreign ministers ever to address the issue of raising agricultural productivity through science and technology. Nation ministers of agriculture and delegates from around the world attended the week long conference and were extremely positive in their comments about the planning and management of the conference. Our team of experts, lead by Karen Garcia, spent months planning and preparing the resources, logistics, customized registration website, security requirements, and onsite management of the event. Some of the key elements that went into the planning, implementation, and management of the conference were:
• Requirements defining and prototyping of a customized registration website that included a graphical interface built in Coldfusion supported by a Structured Query Language (SQL) built database. The registration website was designed to provide demographic information on all foreign representatives that attended the event as well as produce customized reports that were provided to the Secretary of Agriculture and Program Staff.
• Designed, developed, and implemented a customized registration website, secure website hosting, designed and developed the attendee photo badges that incorporated holographic technology in support of the high level security requirements, onsite badge production, distributed pre-event registration forms and material, vendor contract negotiation, conference facility logistics, event promotion, special coordination and facilitation in support of foreign delegates, payment processing, onsite registration, provided custom reports to the client, and coordination with local law enforcement agencies were all areas requiring specific deliverables over a six month period leading up to the actual event.
• All IT work was performed in accordance with the Capability Maturity Model for software development, professional project management standards, as well as subscribing to federal government secure hosting standards.
Our staff’s performance resulted in high praise and a letter of appreciation from USDA officials.

US Department of Transportation (DOT) – In 2003 the DOT Maritime Administration (MARAD) Office of Ship Operations (OSO) made significant changes related to organizations structure, management, and business processes that necessitated the development of IT systems to support those changes. While serving as Chief Operating Officer of a government contracting company, Mandala’s Executive Officer negotiated with the MARAD Chief Information Officer to establish and staff the MARAD OSO Information Technology Program Management Office (ITPMO). The primary goal of the ITPMO was to support the mission of the Ship Operations by improving delivery of IT services through continued implementation of comprehensive IT planning and management processes with the objective to provide effective project management, technical expertise, and program assistance. He organized a team consisting of a Program Manager, Project Managers, and Technical Leads that stood up the IT Program Management Office office. Their job was to provide for the centralized management of all IT projects within OSO, serving as the primary conduit for all coordination with MARAD information resources management. This team of experts fulfilled the requirements of the ITPMO up until May 2006 when the ITPMO was reorganized and restructured under the direct supervision of the Department of Transportation.
